THE COUNCIL IS COMMITTED TO IMPROVING THE LIVING CONDITIONS OF BLIND AND VISUALLY IMPAIRED INDIVIDUALS BY PROMOTING THEIR INDEPENDENCE AND EFFECTIVE PARTICIPATION AS CITIZENS IN ALL ASPECTS OF SOCIETY. PROVIDE ASSISTANCE ON MATTERS PERTINENT TO THE BLIND OR VISUALLY IMPAIRED; INFORMATION AND REFERRAL; MONITORING OF EXISTING SERVICE DELIVERY SYSTEMS AND ADVOCATION FOR IMPROVEMENT WHEN NECESSARY. A TAXI CAB COUPON PROGRAM HAS BEEN DEVELOPED TO ADDRESS THE TRANSPORTATION NEEDS OF THE BLIND. THE PROGRAM ADDRESSES THE LACK OF AVAILABLE & AFFORDABLE PUBLIC TRANSPORTATION, ESPECIALLY IN THE EVENINGS, WHICH ADVERSELY IMPACTS BOTH SOCIAL & EMPLOYMENT OPPORTUNITIES FOR THE VISUALLY IMPAIRED.
